Valley-Bell Connector (Phase 1-B)
Project is the first section of a connector road which will link commuters in southern Greene County to Wright Patterson. Project will improve safety for users of Greene County Regional Airport. Project will support continued economic development of airport as well as economic development of Valley Springs Farm economic planning area. Funds will be spent to offset State Infrastructure Bank loan obligation which constitutes project local match.

Community Details
The Beavercreek Township Fire Department’s intent is to locate Fire Station 66 along the Connector and reduce response time to National Standards of 4 minutes or less for the service area. Two minutes or more can be saved during emergency responses. Response time will improve due to fewer hairpin turns, high-speed intersections, and improved road type. The Fire department plan is to reduce travel time to the national standard of 4 minutes, or less, for as much of the service area as possible. The two minutes or more saved by the Connector will substantially increase the area served within four minutes travel time from the proposed fire station. The strategic value of the Connector is integral to the siting of the proposed Fire Station. The Fire Chief has on multiple occasions stated that the Connector’s construction should precede the Station’s construction. The proposed bike path along the Connector, from Indian Ripple Rd to Oakes Quarry Park, was unanimously ranked by Greene County residents as the highest priority project related to pedestrian mobility. Once the entire Valley-Bell Connector project is completed, the proposed side-path/trail would connect multiple parks and the cities of Beavercreek and Fairborn as shown in the Greene County Master Trails Plan adopted April 2021. The Valley Springs Farm PUD is targeted for commercial development and zoned as such. Completion of Phase 1B of the Connector will allow for development of the PUD in areas which are not currently accessible by a roadway. The "most develop-able" areas of the PUD are those which would be served by Phase 1B. Phase 1B of the Connector is wide enough to support commercial activity in the PUD as well as proposed activity in the Airport's Master Plan. The figure quoted for new jobs created is a very conservative estimate based on the approved concept plan for the Valley Springs Farm PUD. The number of jobs created is roughly 25% of the number given by the property owners, and the average salary represents a median point for the types of jobs proposed (office, light manufacturing, research). The Greene County Regional Airport, the entrance to which is directly connected to this project, hosts a wide range of users including Career Center aviation technician students, Air Force trainees for in-flight medicine, and regular aviation uses. The improvement of this intersection will calm traffic at this important community space and increase safety.
