Sugar Creek Westwood Neighborhood Childcare Center
Sugar Creek Packing Co. proposes to open a new Childcare Center to provide services for its employees and the local community at affordable enrollment rates. Sugar Creek has a childcare model which has been successfully implemented at a number of its other facilities whereby it provides the childcare facility, furnishes and maintains the building for a licensed childcare provider to operate in. The provider can focus on childcare at affordable rates without the burden of the building costs.

Sugar Creek Packing Co. proposes to manage the project seeking available funding sources and ultimately providing the balance of capital funds needed to complete the project. Sugar Creek has already entered a binding contract to purchase teh assets of an out of business Childcare Center at 4257 Hoover Ave, Dayton, OH 45246. The purchase price of the property could be used as matching funds or proof of committed capital funds from Sugar Creek to repair and renovate the building could be provided as matching funds depending on the requirements of the possible source of funding identified.

Sugar Creek Packing Company has a purchase agreement in place to buy the building at 4257 Hoover Ave., Dayton, OH for $425,000 and is working on the budget for needed repairs,
improvements, furnishings and equipment. A copy of the signed real estate purchase agreement is part of the enclosed documentation in question #50.

Community Details
The Dayton Daily News July 23, 2023, edition contained an article written by Chris Kershner, President and CEO of Dayton Area Chamber of commerce detailing the challenges that childcare availability are having on workforce participation. In that article he talked about the need for businesses to use their corporate voice to impact public policy and to with our partners to solve the workforce crisis of today. Sugar Creek agrees and is proposing this project to address this exact need. Anecdotally, we know of the lack of quality, affordable childcare in this area from our workforce and from the area businesses that we have engaged with in the Westwood community. Several of those businesses have provided letters of support for this project that are included in our document attached to question #50.
I am not aware of any Congressionally earmarked funding awarded to Sugar Creek in the past.

There are 4 classrooms, an indoor play area, an outdoor play area, a kitchen and a nursing room in the current building layout. Based on room capacity estimates and the provider to children ratios by age grouping required, we estimated the number of care providers, teachers and staff that will be needed at the center.
