3. Short description The Monument Ave and First Street Traffic Calming project will better connect RiverScape MetroPark with Downtown Dayton by improving pedestrian safety. Monument Ave will be converted from one-way traffic to two-way traffic, speed limits reduced, pedestrian crossings raised, and traffic signals replaced with stop signs. To ease vehicular traffic, particularly during special events, First St will also be converted to two-way traffic with the addition of bike signage and on-street parking.

The TA program provides funding for projects deﬁned as transportation alternatives, including on and oﬀ road pedestrian and bicycle facilities.

Community Details

40. Community Need RiverScape Park is a celebratory gathering space in Dayton’s downtown hosting thousands of visitors, residents, and downtown employees every year. Once in the park, pedestrians and cyclists feel connected to our region’s gorgeous natural assets and appreciate some of the best views in the area. However, crossing the street from downtown to the park can be dangerous for pedestrians.

Vehicles often speed down this one-way stretch of street, racing to beat traffic signals, stopping across pedestrian crossings, and creating hazards for pedestrians, cyclists, and families. The city has an opportunity to better connect the park to our downtown while making pedestrian crossings safer through the conversion of both Monument Avenue and First Street from one-way traffic patterns to two-way and the addition of traffic calming elements.

By changing the traffic patterns on these two streets and improving safety conditions for pedestrians and cyclists, the City will support recent and future investments including the creation of new residential developments and potential retail. Implementing the Downtown Streetscape Guidelines and Corridor Plan’s vision for this northern boundary of downtown will celebrate the city’s connection to the Miami Valley Regional Trail network and encourage more users to exit the trail and explore our downtown.

This funding will support the acquisition of a 6.5 mile out-of-service Norfolk Southern rail corridor to be converted into a multi-use trail.
